What did the review find?

The Review found three key areas for further work.

Strengthening children’s safety

The profession of teaching is strongly committed to advocating for child safety and protecting children from harm. It is in the interest of teachers to ensure that sufficient measures are taken to ensure only people who are safe, suitable, fit and proper are allowed to enter the profession. 

Improving and reinforcing teacher quality

The Australian Professional Standards for Teachers are well embedded in teacher registration across Australia. Further opportunities exist to strengthen registration across a teacher's career life cycle; and extend registration to early childhood teachers.

Streamlining registration processes

Interpretation and administration of teacher registration requirements vary across jurisdictions. Work needs to be done to streamline and enhance existing processes to improve teacher mobility across the nation, ensure rigor and consistency in judgements, and allow VET qualified people to teach.


The report arising from the Review, One Teaching Profession: Teacher Registration in Australia (One Teaching Profession) details 17 recommendations noted by Education Council in September 2018. 

The recommendations cover a breadth of policy, process and practice reform areas. In light of the recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse, a key priority of the recommendations is children's safety.

How will the recommendations be implemented?

Ministers endorsed AITSL's implementation strategy for the recommendations from One Teaching Profession. The strategy addresses the recommendations according to three themes:

  1. Recommendations relating to strengthening children's safety
  2. Recommendations addressed through existing processes
  3. Recommendations that require additional work

Overview

In addressing Child Safety requirements, AITSL is working with Teacher Regulatory Authorities (TRAs) and teacher employers to assist in responding to recommendations from One Teaching Profession and the Royal Commission into Institutional Responses to Child Sexual Abuse.

Recommendations addressed from One Teaching Profession: 9, 10, 11, 12, 13.

Overview

Currently, jurisdictions are actively addressing recommendations of One Teaching Profession which relate to:

  • beginning teacher induction
  • relationships between pre-service teachers and teacher regulatory authorities
  • English language proficiency assessment
  • teacher professional learning
  • data collection for Highly Accomplished and Lead Teacher status and alternative authorisation to teach
  • workforce challenges for VET delivery to secondary students

Australian Teacher Workforce Data (ATWD)

The Australian Teacher Workforce Data (ATWD) creates a nexus between Initial Teacher Education data and national teacher workforce data, providing comprehensive teacher statistics.

Induction

Effective induction is recognised as instrumental in helping new teachers transition into the classroom environment. AITSL provides new teachers with access to a range of resources that support and promote high quality induction processes.

Recommendations addressed from One Teaching Profession: 1, 3, 4, 7, 8, 14, 17.

 

 

Overview

In December 2019, Education Council agreed to provide funding for additional work to be undertaken in relation to:

  • consistency in judgements in the provisional to full teacher registration process
  • Vocational Education and Training delivery to secondary students
  • early childhood teacher standards and registration

Taking action

Through 2020-21, we have undertaken research and consulted with a broad range of stakeholders to progress recommendations 15 and 16 related to Vocational Education in Schools (VET). 

VET in schools 

Our report Building a high quality and sustainable dual qualified VET workforce proposes 9 recommendations to ensure high quality VET provision for secondary students. The report includes case studies of schools, systems and sectors, VET providers and ITE providers reducing barriers to a dual qualified VET in Schools workforce.

Previous Consultation

Consultation on the National Review of Teacher Registration was undertaken in 2018, collecting feedback from stakeholders across the country. A total of 94 written submissions were received.

The Expert Panel held meetings in each jurisdiction and met with more than 140 key stakeholders. There were 6,756 responses to the online survey targeting teachers and leaders across Australia.
